They usually let things reach critical mass before allowing any half assed attempt to solve even part of the issue.
A penalty phase will drag out the trial. If NYC was smart, they’d give him a sweetheart plea just to get this man out of the news cycle.
They want this to drag out and make a production out of it to reassure their corporate donors that they have their backs.
