genuine question from someone who isnt a cybersec major, wouldn’t E2EE chats and quantum resistant encrypted files negate most targeted government cyber attacks? Like I’m aware vulnerabilities will exist and you can take infrastructure offline, but they (they being any government) want the data of the opposing gov’t right? Doesn’t encryption make it stupidly easy to protect? Or are my encrypted backups & Signal chats not as safe as I thought they would be?

As long as it’s all wired correctly it should be fine.
Pixel 4a fits most of these requirements but its almost 5 generations out of date and has no SD Card, + the extra security requires you to install a custom ROM like Calyx, Graphene, Lineage etc. and the hardware vendors no longer support them, so you dont get hardware updates, only OS.
You can use /e/OS or Muerena or whatever its called now on the 4a though. It kinda looks like iOS
Thats fair. I use Fedora myself but Wine should be a lot easier than you remember lol. For me its been as simple as adding the repo and installing, then most of my Windows programs were plug and play :P I dont run any adobe or MS office but the alternatives are pretty good once you get acclimated to them
