I’m not so sure you can separate them that easily. Even in Western Europe the trend is towards privatization so when something happens to me health wise my first concern is insurance, never mind the actual problem. It’s a tragedy. For one-off, niche market things the majority of consumers has no way of knowing which one is a quality product that will do it’s job for a long time and will fail gracefully, and which one is a dangerous time bomb.
